MINUTES PLANNING COMMISSION MARCH 18, 2002 STORM SHELTERS IN MANUFACTURED HOME PARKS DENNIS CARSON ADJOURN Barraclough recommended tabling action on the Tacheny town office concept review and directing the applicant to revise the site plan placing one building against Rice Street on the western edge of the property and the other along the southern edge of the property, informing the applicant that the Commission will consider an increased number of units provided that parking and ponding requirements can be met, and will also consider reduced setbacks for these buildings with consideration given to ensuring visibility at the corner of Rice Street and South Owasso Blvd., and that the Commission is willing to consider both concept and final review for the project at its April meeting provided that all necessary submittals are received. Motion seconded by Duray. Motion carried 5 — 0. The City Planner reviewed a proposed ordinance which provides for a conditional use process to consider storm shelters in manufactured home parks. The Planner noted that currently manufactured home parks are non - conforming uses. Rather than rezone these parks to R -4, the proposal is to follow the conditional use permit process in allowing the addition of storm shelters in the parks. Duray recommended approval of an ordinance amending Section 903 of the Little Canada City Code, known as the Zoning Ordinance, by providing for the construction of storm shelter buildings in manufactured home parks. Motion seconded by Roycraft. Motion carried 5 — 0 The Commission thanked Dennis Carson for his dedicated service on the Planning Commission for the past ten years, and indicated that they would miss his wisdom and input.
