Functional Analysis <br />March 21, 2002 <br />Page 3 <br />Bridge <br />To this point, planning has proceeded with the assumption that proposed density of <br />redevelopment on the County Site cannot occur with a single access to Rice Street. Another <br />outlet is provided by a bridge over Interstate 694 connecting with County Road E. The cost of <br />the bridge is estimated to range from $2,000,000 to $3,000,000. A specific source of funding has <br />not been identified. <br />Local Streets <br />The Preferred Concept includes a local street with streetscape enhancements in the SW quadrant. <br />All other street improvements occur as a result of the County road improvements. The local <br />street expense will be paid with local funding. This funding is likely to include a combination of <br />public incentive (TIP or abatement) and private support (assessment or special district). <br />Sanitary Sewer and Water <br />Only the SW quadrant requires additional municipal utilities. The County site is currently served <br />by sanitary sewer, but uses a private well. The Preferred Concept has been reviewed with <br />Shoreview staff. The preliminary assessment is that adequate trunk sewer and water lines are <br />available to serve the site. Looping of the water line in needed in the SW quadrant. All sanitary <br />sewer and water improvements require local funding. <br />Storm Sewer <br />The storm water management improvements required of new development is a critical element of <br />a redevelopment plan. If ponding /retention areas can be located outside of the redevelopment <br />area, then the improvements only impact the overall funding plan. If off -site options are not <br />available, then land must be shifted from redevelopment to stone water facilities. <br />Storm water management is an issue regardless of the form of redevelopment. The planned road <br />county road improvements require storm water improvements. Any change in character of the <br />County site or other quadrants must account for storm water management. Careful coordination <br />between the County, the cities and the related watershed management organizations will achieve <br />the most effective results with the least public investment. <br />The amount of local funding will depend on the ability to coordinate solutions with Rice Street <br />and Vadnais Boulevard improvements, and with future stornwater management requirements <br />related to [ -694 expansion. <br />Transit Facilities /Parking <br />The Preferred Concept includes a parlc- and -ride facility. Planning presumes that the optimum <br />solution for a park -and -ride facility utilizes structured parking, with additional parking provided <br />to serve new development. It is assumed that the parking needed for transit facilities will be paid <br />by Metro Transit. The expense of additional parking spaces will be paid by local funding. This <br />
