MINUTES
CITY COUNCIL
FEBRUARY 27, 2002
Fahey felt that the condition of the soils is a limiting factor on how the land
should be zoned.
Johnson reported that they continue to attempt to get the soil information from
Twin Cities Testing. If the information cannot be obtained, they will have
additional borings done.
Fahey stated that he would like the City Engineer's recommendation relative to
the issue of soil conditions on the Knox property and the construction methods
that would need to be used lithe soils are poor. The City Administrator
indicated that he would have the City Engineer review the information and
make a recommendation for the practical future development of this site.
Fahey pointed out to Johnson that if he proceeds with the cost of additional soil
borings, he was doing so at his own risk. Council's consideration of this issue
should not be deemed as an indication that the Council will approve an outdoor
storage use for the site.
Scalze pointed out the discussion at the Planning Commission meeting about
indoor storage ofJohnson's construction materials. Scalze noted that it is
expensive to store inside, and the fact that outdoor storage for Johnson was less
costly should be a factor in the Council's consideration.
Johnson indicated that he is motivated to generate the most economic value
from the site possible. However, the reality of the situation is that the poor
soils will drive up construction costs to the point a project would not be
feasible.
Fahey stated that he was open to consideration of an outdoor storage use if the
City's engineer indicates that the soils are so poor that this is the only
economical use for the property. Fahey stated that he did, however, agree that
the highest and best use of the site should be maximized.
Scalze felt that a structural engineer should look at the site and soils
information and inform the Council as to the type of building that could
constructed on this property
Nir. LaValle introduced the following resolution and moved its adoption:
RESOLUTION rNO. 2002 -2 -38 — CONTINUING THE PUBLIC HEARING
ON THE AMENDMENT TO THE ZONING CODE RELATIVE TO
/3 USINES S- 6f!A REHO USE (13 -140 ZONING DISTRICT UNTIL THE
MARCH 27, 2002 REGULAR COUNCIL MEETING PENDING A
REPORT FROM THE CITY ENGINEER
12
