MINUTES PLANNING COMMISSION DECEMBER 13, 2001 ZONING CODE AMENDMENT RELATED TO TEMPORARY SIGNAGE INDUSTRIAL AREA MORATORIUM STUDY Canada Road and were only installed at bus stops. Therefore, he installed the benches and shortly after that received a letter from the Code Enforcement Officer. The Commission discussed the concerns of off - premise advertising and bus benches as temporary signs as well as the convenience of providing bus benches at bus stops. It was the consensus of the Commission to have staff determine how these issues are addressed in the surrounding cities and report back at their next meeting. In the meantime, the Commission's position was that the benches be allowed to remain until they make a recommendation to the City Council on these issues. The City Planner presented a proposed Zoning Code amendment to the Commission related to the enforcement of the City's temporary sign ordinance. This amendment provides for a deposit in conjunction with temporary sign permits which will encourage the removal of these signs on a timely basis. It was the consensus of the Commission that in setting the deposit amount, it not be so high that businesses will circumvent the ordinance and put up temporary signs without a permit. Keis recommended approval of the ordinance amending Section 903.110.C.4. of the Little Canada City Code, known as the Zoning Ordinance, by providing for regulation of temporary signs. Motion seconded by Knudsen. Motion carried 7 — 0. The City Planner reported that as part of the industrial area moratorium study consideration is being given to appropriate uses of the Knox site. Uses that are being considered are for office /warehouse or office/ showroom. The Planner indicated that if the Commission is agreeable to an office orientation for this property there are two options available. The first would be to eliminate the existing wording for the BW Zoning District and substitute new wording that will gear the district toward office /warehouse and office showroom. The second option would be to leave the BW Zoning District as it is, create a new zoning district. Keis asked if the wording for the BW District is changed, if the end result will be any non - conforming uses. The Planner indicated that there are five properties in the City zoned BW. These are Minnesota Mini- Storage, an office complex on County Road B, Levitz, Knox, and the carpet business on Country Drive. The only property that would be adversely effected 10
