Based upon current zoning considerations, it appears that to prevent development on this <br />parcel, acquisition by some party will be necessary. If the City is to acquire this site, we <br />should have an indication of value before proceeding. It is unlikely we can acquire this <br />parcel for $30,000 paid by the Palmen's given that Lot 1, Block 1 of the Mid Oaks <br />subdivision creates access (and development potential to the balance of the property.) <br />Therefore, an appraisal would be necessary to properly gauge this value keeping in mind that <br />without detailed development submittals and evaluations, some major assumptions regarding <br />development potential would need to be made. <br />Is this the best /only piece of land we should be considering from an open space perspective? <br />Do other properties provide greater potential for citywide benefit? (i.e. the Sculley Property) <br />If acquisition is to proceed, what priorities will be shifted to fund the purchase, assuming we <br />can not achieve an outside source of funding? <br />It is clear this piece of property has had the attention of the City for quite awhile. It is also clear that there <br />is support from this neighborhood to acquire the parcel to ensure development does not occur in order to <br />protect its natural resources. However, I feel we need to proceed cautiously to ensure a solid decision is <br />made. Therefore, it is my recommendation that if the City Council feels we should pursue the acquisition <br />of this property, then ajoint workshop should be held with the Parks & Recreation Commission to discuss <br />the issues raised in this memo to provide an orderly approach to our park acquisition/development <br />program. <br />cc: George LeTendre <br />Barbara Allen <br />
