Hanson, City Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, MN 55117 -1600 <br />RE: Development Agreement - North Star Estates Storm Shelter <br />Our File No. 1212.049 <br />Dear Mayor Fahey, Members of the City Council, and Administrator Hanson: <br />I am in receipt of Joel's memorandum dated April 19, 2002. <br />I first would like to state how much I appreciate all of Joel's assistance over the last year <br />or so as we have moved this process along. I now believe that we are well on our way to learning <br />whether or not we have a proper site for construction of the storm shelter facility. As I write, I <br />understand we are completing our soil borings. <br />I also should point out that the cooperation which Joel noted he has received from Tom <br />and Sue Ludden and myself has been merely an extension of the park ownership. I believe that <br />our owners are committed to proceeding with this project and completing it as quickly as <br />possible. <br />That said, I should point out that the concept of constructing a storm shelter on park <br />property, a parcel of which is to be deeded to the City and leased back is a concept which is <br />relatively new. My owners all have significant and substantial concerns regarding their <br />obligations to the City to ownership as well as to debt - holders. As a result, while you might feel <br />that you perceive some slowness in responding, that is not in any way due to a lack of interest or <br />commitment to the project. <br />We look forward to reporting to the City the results of our soil borings as soon as we <br />receive them. In addition, we have a bid for the construction of the shelter currently in hand. If <br />no significant site preparation is required, we expect to have the project completed very shortly. <br />61 042. W PD <br />-15- <br />
