Hanson, City Administrator <br />DATE: April 19, 2002 <br />RE: Amendment to B -W Zoning District <br />MAYOR <br />Michael 1. Fahey <br />COUNCIL. <br />Beverly Scalze <br />Jim LaValle <br />Matt Anderson <br />Rick Montour <br />ADMINISTRATOR <br />Joel R. Hanson <br />I spoke with Mr. Carl Johnson today regarding additional information he has gathered for the Knox <br />site. He informed me they are still seeking more documentation. We also discussed the following <br />key points: <br />• I asked him for estimates of the footing correction system costs outlined in the Braun soil <br />report dated January 29, 2002. He indicated he would obtain this information. <br />• I informed him we would do an economic analysis on the cost to correct the soil problems in <br />order to obtain a higher quality development. Costs would be recovered utilizing TIF. <br />• He asked if it is likely he will be allowed two types of development parcels on this site <br />(redevelopment in the front and re -use of existing buildings in the rear). I stated that the <br />economic analysis will likely dictate the answer to that question subject to final decision of <br />the City Council. <br />• He asked if they would be able to start using the Knox property in the immediate future. I <br />stated that this land use question would have to be reviewed with the City Planner and the <br />City Attorney. I stated that it is likely his use and the previous Knox use would not be <br />deemed similar under our Zoning Codes and, therefore, his use of the property may not be <br />allowed. I also stated that until the soils correction issue is resolved, I felt the Council would <br />be uncomfortable deciding on the ultimate use of this property. He indicated he will attempt <br />to meet with the City Planner and me in the near future to have further discussions on this <br />topic. <br />• He informed me that he is closing on this property on April 26th. <br />He will be present at Wednesday's meeting to discuss this matter further with the Council. It should <br />also be noted that the current moratorium expires on June I3°i. <br />cc: Doug Johnson <br />
