MINUTES
PLANNING COMMISSION
APRIL u, 2002
Keis asked about providing for a walkway from the back of the building to
the front given future plans for sidewalks in the area. Trossen stated that
sidewalk access could be provided.
Duray asked what the required setback would be. The City Planner noted
that the property is zoned PUD, therefore, setback distance is negotiable.
However, in a B -3 District the setback would be 30 feet.
Trossen reported that they have submitted their plans to the Watershed
District for approval. Trossen was reminded that the City Engineer will
also need to review and approve the plans. Trossen noted that the length
of parking stalls is proposed at 18 feet and the City's ordinance
requirement is 20 feet. The City Planner indicated that the 18 foot length
is acceptable given the overlap onto the sidewalk area. The Planner also
noted that the design of handicapped parking will effect the parking lay
out.
Trossen asked for some leeway on the number of parking stalls in
exchange for saving trees on the site. The Planner stated that his concern
would be that no on- street parking occurs in this area as a result of this
development. The Planner suggested that his office could provide some
assistance with the parking layout to maximize the number of spaces on
the site.
Knudsen recommended approval of the Planned Unit Development Permit
as well as Architectural Review for the development of nine townoffice
units at 2990 Rice Street subject to compliance with the recommendations
of the City Planner, City Engineer, and Building Inspector.
Motion seconded by Duray.
Motion carried 7 — 0.
CUP FOR Tracy Thomas, representing Thirty Twenty Estates, appeared before the
STORM Commission requesting approval of a Conditional Use Permit to allow the
SHELTER — construction of a storm shelter building at Thirty Twenty Estates. Thomas
3020 RICE pointed out that the current storm shelter is located in the basement of the
STREET manager's home. Handicapped access as well as access by senior citizens
is very difficult to this shelter. Secondary shelters are designated at the
City Center and the Old Fire Hall.
Thomas reported that the proposed storm shelter would be 36 feet by 9
feet. It would be placed at the back of the property, approximately 84 feet
