Thirty Twenty Estates 3020 Rice Street Little Canada, MN 55113 Office: 651- 484 -0011 In accordance with the State of Minnesota and Ramsey County Manufactured Home Park and Recreational Camping Law, Thirty Twenty Estates, LLP is applying for a conditional use permit to construct a storm shelter at Thirty Twenty Estates Manufactured Home Community located at 3020 Rice Street, Little Canada, MN 55113. While Manufactured homes provide an opportunity for home ownership at a more affordable price than new single - family frame homes, they do not provide the same safety and security benefits during severe weather storm events. Manufactured home residents have a far narrower margin of safety due, not only to the nature of construction, but also to an absence of protective choices. Even with advanced warning systems and extensive television and radio coverage of severe weather storm events, the manufactured home resident is at a disadvantage, having no basement, the resident has essentially a choice between enduring the storm within the home verses seeking a low area outside or fleeing by automobile, neither a desirable alternative. Minnesota Statute 327.20 Rules states: (7) A manufactured home park with ten or more manufactured homes licensed prior to March 1, 1988, shall provide a safe place of shelter for park residents or a plan of the evacuation of park residents to a safe place of shelter within a reasonable distance of the park for use by park residents in times of severe weather, including tornados and high winds. The shelter or evacuation plan must he approved by the municipality by March 1, 1989. The municipality may require the park owner to construct a shelter it' it determines that a safe place of shelter is not available within a reasonable distance From the park. A copy of the municipal approval and the plan shall be submitted by the park owner to the Department of Health. The park owner shall provide each resident with a copy of the approved shelter or evacuation plan, as provided by section 3270.01, subdivision 1 c. The current severe weather evacuation plan for Thirty Twenty Estates is as follows: Primary shelter: Office /Managers Home Basement Secondary shelters: City Hall 515 East Little Canada Road Little Canada, MN 55117 Fire Station 440 Little Canada Road Little Canada, MN 55117 Although the primary shelter is on Thirty Twenty Estates property, alone it does not provide adequate shelter for all the residents of the community. An additional stand -alone storm shelter would eliminate the need to offer secondary shelters off community property. The storm shelter project as proposed will provide Thirty Twenty Estates residents with immediate protection during severe weather events increasing their margin of safety and psychological security.
