The addition of three or four trees along the east boundary line would help to <br />define the site and separate it from the industrial user to the east. <br />It is staffs understanding that as a "town- office" project, the ground under each <br />individual office unit will be platted as a separate ownership parcel, with the remainder <br />of the site owned in common by the office occupants. As such, a plat illustrating this <br />arrangement will need to be prepared for recording with the County. <br />One final issue for discussion would be the provision of sidewalk along the project. <br />Because of limited right -of -way along Rice Street, the City may wish to consider <br />requiring sidewalk along the right -of -way line in this area. A public sidewalk could be <br />accommodated in an easement if there is not enough room within the Rice Street right - <br />of -way. Future pedestrian connections between this project and the commercial areas <br />to the south would benefit from this improvement. <br />From an architectural standpoint, the buildings are attractive from both the street and <br />the internal views, and include several changes in the wall and roof lines, consistent <br />with the direction of the City's architectural guidelines. The eave line is treated with a <br />separate ornamental bracket, and the materials include brick at the base, fiber cement <br />(a stucco -like material) and limited metal lap siding, with asphalt shingles. The <br />architects will have a colored drawing available at the meeting. <br />The proposed Town Office PUD is consistent with the City's zoning and <br />Comprehensive Plan direction for the Rice Street corridor, and should be an attractive <br />project at this major intersection. Planning staff recommends approval of the PUD, with <br />the following conditions: <br />1. Relocation of the trash enclosure to avoid using required parking area. <br />2. Addition of 3 -4 trees along the east boundary line. <br />3. Preparation of a plat showing the individual office lots and common area parcels <br />for recording at the County. <br />4. Consideration of sidewalk along the street frontages, particularly Rice Street, <br />including an easement for sidewalk if necessary. <br />5.
