MINUTES <br />CITY COUNCIL <br />FEBRUARY 27, 2008 <br />Blesener asked if the Council decided to not renew the dumping permit, if <br />the City will need a plan to close the On-Site dump station. The <br />Superintendent reported that that would be the next step. The <br />Administrator indicated that On-Site installed the dump station and should <br />be responsible for the cost of its removal. If On-Site does not seal off the <br />dump station, the City could proceed under a nuisance abatement, seal it <br />off, and assess the cost to On-Site. <br />Montour pointed out that the Met Council's Fridley site is 12 miles from <br />the On-Site location. This will result in more time and fuel costs, <br />however, On-Site has enjoyed a benefit that no other similar business has <br />had in that it had a dump station on their own property. The <br />Superintendent reported that the 12-mile distance is between the Fridley <br />site and On-Site's shop. He suggested that in developing efficient routes, <br />On-Site would be able to reduce the amount of travel time. <br />The Council discussed the revenues the City receives from the On-Site <br />dumpsite based on estimated flows. They also discussed the fact that On- <br />Site has been along-term business in the City. The Administrator noted <br />that the City allowed the dumpsite initially in an attempt to work with a <br />local business, however, suggested the risk was too high to continue. <br />Montour stated that On-Site was a valuable business to have in the City, <br />and suggested that non-renewal of the permit will not mean the City will <br />lose this business. <br />Keis asked if there were outdoor storage issues with this property. The <br />City Administrator reported that there were. On-Site does not have <br />Conditional Use Permits allowing outdoor storage on their principle site <br />nor on their adjoining property. City staff, however, did not want to tie <br />the two issues together. <br />Blesener noted that there is no one present representing On-Site Sanitation <br />even though they were notified of the public hearing to consider license <br />renewal. The Administrator reported that On-Site received a copy of the <br />City's report. <br />Upon motion by Keis, seconded by Allan, the public hearing was closed. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUITON 2008-2-SO -DECLARING THE NON-RENEWAL OF <br />THE DISPOSAL SITE USE PERMIT WHICHALLOWS ON-SITE <br />SANITATION TO DUMP SEWAGE FROM ITS PORTABLE TOILET <br />BUSINESS INTO A SEWER DUMPING STATIONAT ITS <br />WOODLYNAVENUE LOCATION, WITH THE CURRENT PERMIT <br />
