MINUTES <br />PLANNING COMMISSION <br />MAY 10, 2012 <br />CUP FOR <br />STORAGE <br />BUILDINGS — <br />2442 RICE <br />STREET — <br />TERRACE <br />HEIGHTS <br />MOBILE HOME <br />PARK <br />recommendations of the City Planner as outlined in his May 4, 2012 <br />report. <br />Motion seconded by Maleitzke. <br />Motion carried 7 — 0. <br />Randy Graczyk, Terrace Heights Mobile 1-lome Park, appeared before the <br />Commission requesting approval of a Conditional Use Permit to allow <br />construction of two storage buildings on the mobile home park property at <br />2442 Rice Street. Graczyk noted that Terrace Heights constructed a <br />10 -unit storage building in the park about six years ago. They would like <br />to now add two five -unit buildings. Graczyk described the location of the <br />two buildings which would back up to the berm along County Road 13 -2. <br />Knudsen asked about the non - conforming nature of the mobile home park. <br />The Planner noted that normally non- conforming uses are not allowed to <br />be expanded: However, at the time the previous storage building was <br />considered, the City adopted a clause allowing such buildings by CUP <br />given the mobile home park is a non - conformity in the B -3 District, The <br />Planner reviewed the Code conditions that were established relative to this <br />issue which are outlined in his May 4, 2012 report. He noted that this was <br />an allowance to improve quality of life and or convenience for the <br />residents of the mobile home park. <br />Duray asked what the buildings would be constructed of. Graczyk <br />reported that they will be metal buildings. Knudsen asked about visibility <br />to Rice Street and County Road 13-2. Graczyk indicated that the buildings <br />would not be visible from County Road 13 -2 given the berm, but would be <br />visible from Rice Street. Graczyk reported that City staff suggested that <br />hardy board siding be used on the west wall of the building facing Rice <br />Street. The City Planner also recommended that some plantings be added <br />along the Rice Street side of the building. Knudsen felt that the visual <br />impact the storage buildings would have along Rice Street should be <br />minimized. <br />Duray asked if there would be windows in the west wall. Graczyk <br />indicated that the buildings would have no windows. Hall asked if a <br />second access door would be required for each garage unit. The City <br />Planner indicated -that a second door access is not a Code requirement for <br />a building of this size. Graczyk noted that the current storage building <br />does not have second access doors. He also indicated there would be no <br />power in the buildings. <br />- 5 - <br />11 <br />
