Fact Sheets Page 2 of 3 <br />Why are Ramsey and Washington Counties considering a change? <br />The Counties are considering a change to the current waste collection system in an effort to better <br />Ttect public health, safety and the environment in a cost effective manner. <br />Would public collection cost more? <br />Public waste collection would not necessarily increase the cost of service. In fact, it could reduce <br />the cost. For example, by leveraging the bargaining power of contracting and efficiency of <br />service, the price offered to residents or businesses could be lower. <br />Right now, residents and businesses are paying for waste management in several ways: on hauler <br />bills, utility bills and through state and local taxes. Public collection may help to avoid those <br />hidden charges. <br />Could public collection extend to recyclables and yard waste? <br />Yes. The Counties are studying whether to include all types of waste, from newspapers, cans and bottles, to leaves <br />and grass clippings. <br />Would public collection mean the use of city trucks? <br />The Counties are not recommending the use of public trucks Instead, they would contract with <br />existing private haulers. <br />iuld I still be able to choose my hauler? <br />Public collection can be designed to provide a choice of haulers and to encourage competition <br />among haulers. In designing a collection system, Ramsey and Washington Counties would work <br />with each city and township to design public collection systems that reflect the desires of the <br />;ommunity. <br />Would this system put the smaller haulers out of business? <br />The Counties believe that it is important to have healthy competition among a number of haulers. <br />Over the past six years the number of smaller haulers serving the Counties has decreased, as has <br />he amount of waste they collect. The Counties would like to design a system that will foster <br />competition by providing a better balance between small and large haulers.
