MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: January 16, 2002 <br />RE: Black Tern Pond Outlet <br />Black Tern Pond is located just south of Country Drive and west of Spruce Street. This pond does <br />not have an outlet. The water level in this pond rises to a point where it will eventually flow across <br />the St. Paul Regional Water Services land to our storm water system on Spruce Street. Last year the <br />water level stayed up very high and resulted in flooding of Country Drive. In addition, the high <br />water level backs up into our catch basins on Country Drive to within an inch of the road surface. <br />Last winter the Country Drive storm sewer catch basins froze solid, thus, blocking any melted snow <br />from existing the road surface and creating a safety problem. <br />These concerns were raised with the Ramsey - Washington Metro Watershed District and they agreed <br />to install an outlet in Black Tern Pond at no cost to the City of Little Canada provided we maintain <br />it. As shown on the attached sketch, the outlet it will drain Black Tern Pond via a 12" pipe across <br />the St. Paul Regional Water Services property to our existing storm sewer system on Spruce Street. <br />In order for the City of Little Canada to maintain this outlet we need permission from the St. Paul <br />Regional Water Services to enter upon portions of their land. <br />Based on the above Council action is needed on the following staff recommended items: <br />1) Agree with the Ramsey - Washington Metro District that the city of Little <br />Canada will maintain the Black Tern Pond outlet as part of our storm sewer <br />system. <br />2) Execute the Twenty Third Rider to our agreement with the St. Paul Regional <br />Water Services, which provides for the construction and maintenance of this <br />outlet on their land. <br />H: \GregS \Storm Water \Black Tern Pond.doc <br />
