Make preliminary assessment of potential to qualify all or portions ofthe study area within a tax <br />increment financing district. Please note that this assessment will not include the physical <br />inspections needed to qualify the property for a redevelopment TIP district. <br />6. Analyze the funding capacity of tax increment financing and tax abatement. <br />7. Evaluate the application of special service districts and housing improvement areas. <br />8. Prepare overall project funding plan. <br />Budget <br />IIKGi proposes to complete these tasks for a cost not to exceed $12,470.00, including expenses. This <br />work would be an addendum to the contract for this project. We will submit a separate accounting on our <br />invoices to track this work. <br />Staffing <br />This work will be performed by Rusty Fifield. Rusty joined HKGi in November after 18 years in public <br />finance consulting. Most recently, he worked for Ehlers & Associates. Rusty has extensive experience in <br />this type of financial planning. <br />Timetable <br />We propose to undertake this work in January. This timetable allows financial information to be <br />available with the development concepts for City Council presentations in February.
