MINUTES
PLANNING COMMISSION
FEBRUARY 14, 2002
PROPERTY
DIVISION
2966 LABORE
ROAD —
RICHLE /SCHORN
ARCHITEC-
TURAL
REVIEW -
RUFF CUTS
The City Planner indicated that Bill Richie and Bill Schorn have
applied for a property division dividing a single- family lot from
the Richie property on LaBore Road. The Planner noted that
the City has previously approved a property division for this
property and Mr. Richie is seeking to create an additional lot. It also noted
that the City has discussed future thoroughfare plans for the area, and
concluded that should the property to the east develop, road access to
LaBore Road would not be needed through the Richie property.
There was no one present to comment on this matter. Mr. Wojcik
suggested that the property division be denied, pointing out the applicant's
lack of interest in appearing before the Commission.
Duray noted that the property division meetings City Code requirements.
Duray recommended approval of the property division for the Richie
property at 2966 LaBore Road as requested by Bill Richie and Bill Schorn
subject to compliance with the recommendations of the City Planner.
Motion seconded by Knudsen.
Motion carried 4 — 1. Wojcik voted against,
Dave Perry, Cobra Construction, appeared before the Commission and
presented drawings for the Ruff Cuts development proposal for the
corner of Little Canada Road and Jackson Street. Perry described the
business operation as well as the layout of the building. He noted that
there would be no overnight boarding of animals on the property.
A neighboring property owner asked if the day care function of the
business was permitted. The City Planner replied that the day care
function would be a permitted accessory use to the grooming operation.
The Planner also noted that the City's Code has no limit on the number of
animals that could be on the premises at any one time. The Planner noted
that there is no overnight boarding being proposed.
Carson asked if the animals would be kept inside at all times. Perry
replied that there is an exercise area proposed. This area would be fenced
and screened with fence slats. Perry noted that the front of the building
would face toward Jackson Street angled slightly toward Little Canada
Road. There is brick proposed on the south and east sides of the building
with vinyl siding proposed on the north and west sides. The roof will have
asphalt shingles. It is proposed that the exterior of the building be blended
in appearance with the townhomes to the east.
