MINUTES
PLANNING COMMISSION
FEBRUARY 14, 2002
Concern was expressed that the ingress /egress is being proposed on
Jackson Street. Perry reported that the Public Works Director and City
Engineer have recommended that the driveway be on Jackson Street rather
than Little Canada Road. The owner of Ruff Cuts would prefer the
driveway be on Little Canada Road.
A property owner from the area pointed out that Jackson Street is the only
access in and out of this neighborhood for many homes. There are many
children in the neighborhood, there are a lot of school buses corning in and
out of this area, and there is a park proposed further north on Jackson
street. The property owners present preferred that access for RuffCuts be
on Little Canada Road and felt this would be safer for the neighborhood
and less confusing for the patrons of Ruff Cuts.
A neighbor asked about lighting, landscaping, and signage. Perry
described the lighting and signage. He noted the location of the trash
enclosure and pointed out it would be screened. A landscaping plan will
be developed for the property. However, given there are some issues
being working out with the City Engineer on drainage of the site, the
landscaping plan has been delayed until the drainage issues are resolved.
Keis asked about the windows in the front of the building pointing out that
the Planner is recommending 200 square feet of window space.
Perry indicated that they can increase the amount of window square
footage.
Duray asked if the vinyl siding proposed for the north and west sides of
the building would meet the architectural guidelines. The City Planner
indicated that the architectural guidelines talks about masonry, but the
Planning Commission has some flexibility with materials, and can accept
vinyl siding if it feels that would fit in with the neighborhood.
Knudsen asked about access to the trash enclosure. Ruff Cuts owner
indicated that they would be using residential -style containers that would
be pushed to the street. Animal waste would be disposed of in these
containers along with other waste.
A property owner asked about setback for the parking lot. The City
Planner pointed out that the parking lot must be a minimum of 5 feet from
the property line.
Perry indicated that if driveway access can be changed to Little Canada
Road, this will help resolve the storm water drainage issues with the site.
