FIanson <br />As you will recall, we have informed MnDot about three major issues we felt needed attention as part of the <br />Edgerton Bridge and Unweave the Weave projects. Those three issues involved additional sound barriers, traffic <br />mitigation measures, and the addition of various drainage outlets. (A copy of my August 29th letter is attached for <br />your review.) MnDot is doing a great job in helping us to achieve adequate drainage outlets in the Twin Lake <br />area and along County Road D. However, the other two issues need further attention. Here are some key aspects <br />relative to our meeting next Wednesday. <br />• Noise Walls — Walls have been added since the initial proposal, but some areas still do not meet <br />our objectives. There is a gap in the wall between Arcade and Greenbrier. (This is in Vadnais <br />Heights, but there would be impact to our residents as well. I also believe additional residential <br />development is taking place in this location.) Another location needing attention is the area that <br />would abut 694 along County Road D between Valento Road extended and Edgerton Street. <br />Again, this is a Vadnais Heights location, but the impact is to our residents. People in this area. <br />are very concerned about this gap. MnDot may claim that the limited commercial development <br />on the corner of Edgerton and County Road D causes this area to miss the threshold requirements, <br />but common sense indicates otherwise. The last area we have mentioned is the extension of the <br />wall located to the south of Twin Lake. (Some undeveloped area exists here and this likely <br />results in this area not meeting density thresholds. However, the existing residents on the east <br />end of Twin Lake Trail are left unprotected due to the proposed termination of the wall. <br />Furthermore, development is also likely to occur in this area in the not too distant future and those <br />future residents would be left unprotected with some of them located in Little Canada.) <br />One other noise wall issue relates to the proposal to construct a wall along Country Drive <br />adjacent to the two houses just north of the waterworks property. (Initially, there were two walls <br />in this area. One has been eliminated by Quebec Apartments.) Given our redevelopment plans, it <br />may be prudent to avoid the remaining wall as well. <br />• Traffic Mitigation — This project will have a tremendous impact on traffic flow through our <br />community. The Rice Street Bridge over 694 will not be done in 2004 (prior to work on the <br />freeway for Unweave the Weave) as had been planned. This means we won't benefit from <br />improved traffic flow on Rice Street during work on the freeway. Currently, MnDot has this <br />
