August 29, 2003 <br />Mr. Jeff Gibbens, P.E. <br />Project Manager <br />Minnesota Department of Transportation <br />1500 West County Road B2 <br />Roseville, MN 55113 <br />Re: Unweave the Weave <br />Dear Mr. Gibbens: <br />At their meeting of August 27`x', the City Council directed me to send this letter to you to <br />address the following relative to Unweave the Weave's impacts on Little Canada: <br />• The City Council has ratified the letter from Dan Soler of Ramsey County <br />Public Works dated August 20, 2003 in regards to drainage improvements <br />and cost participation. Therefore, the City of Little Canada supports the <br />requests made in this letter and will participate financially with these <br />improvements as outlined in Paragraph #2 of this letter. <br />• Staff has also reviewed your 60% plans (a separate letter from our Public <br />Works Director will be sent to you commenting more fully on any <br />concerns.) We appreciate that additional retaining walls have been added. <br />However, the City Council feels strongly that the proposed construction is <br />inadequate to protect existing and prospective residential development <br />within our community. Our residents have been dealing with excessive <br />noise from the freeway system for years and we see this as our best <br />opportunity to address this situation. <br />We are attaching a map that addresses the changes we desire. One section <br />is located within Vadnais Heights but provides protection to our residents <br />in the Twin Lake area. You will also note that we feel two sections of <br />wall along Country Drive can be deleted thereby indicating our <br />willingness to be reasonable in our request. <br />• Lastly, we are very concerned about the impact traffic will have on our <br />community while this project is being constructed. We have now teamed <br />that the Rice Street Bridge over 694 is not going to be reconstructed in <br />-5- <br />
