ok Little Can
dQd
COMMUNITY PRIDE
1953 - 2003
51.5 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAY: (651) 766-4048
wwwci.11ttle- cauada.mmus
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: November 21, 2003
RE: Suburban I -IRA Levy & Housing Resource Center
MAYOR
Michael I. Fahey
CO UNCLE,
Jim LaValle
iidatt Anderson
Rick Montour
Bill Blesener
ADAITAIsTRATOR
Joel R. Hanson
Attached is the previous correspondence pertaining to the contemplated suburban Ramsey County HRA
levy. Commissioner Wiessner has contacted me since the mailing of the November 4`h letter to the
County Commissioners. She asked if we would support a reduced levy (1/2 the proposed amount) if the
dollars went to support the Housing Resource Center (HRC). I informed her that I was not familiar
enough with that entity to know if would be of interest to us or not, even though I have heard favorable
comments about their activities from other communities.
Staff from HRC contacted me to discuss their programs and services. (Attached are materials they
provided me with describing their operation.) I know that the Ramsey County Board is very concerned
about affordable housing opportunities. I'm also aware that a proactive approach to housing
maintenance can help a community avoid future problems from code enforcement or substandard
housing issues. While I believe Little Canada's housing stock is generally in good shape, that may not
be the case going forward as the age of our housing increases.
From what I've learned, Little Canada may be in the minority with the position we have taken with the
HRA levy. I also understand the County Board (HRA) will be making a decision shortly on this issue.
As a result, I felt it was appropriate to provide you with this information in the event we wanted to
revise our position. While I do believe there would be benefits to our community from the types of
programs offered by HRC, I'm not sure of the economic return in terms of potential tax dollars invested.
If you are comfortable with our previous stance, no action is necessary. If you feel modifications to our
earlier position are appropriate, then I will await your direction.
cc: Commissioner Wiessner
