Little Canada
Fire Department, Inc.
325 Little Canada Road East Office: (651) 766 -4057
Little Canada, Minnesota 55117 Fax: (651) 766 -4092
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Jim Morelan, Fire Chief
DATE: December 12, 2003
RE: Benefit Raffle
The Little Canada Fire Department conducted several raffles the afternoon of Saturday, November
22, 2003 at the Hoggsbreath Bar & Restaurant for the benefit of Troy Natus, a 23- year -old Roseville
Area High School graduate who is awaiting a heart transplant. The fundraiser was a huge success
largely in part to costs, including prizes and other related expenses, being donated by friends and
relatives of the Natus Family.
It is the Fire Department's hope to donate all possible proceeds from the raffles to Troy for his heart
transplant expenses. To that end, I am requesting the City Council waive the 10% tax on the net
profit generated from the raffles. To my knowledge, the City has not taxed any charitable or non-
profit organizations for past benefit raffles that have been conducted within the City. I would request
the City continue this practice for the Natus benefit raffles conducted by the Fire Department. The
State of Minnesota also treats benefit raffles differently from pull -tab sales, and there will be no
State -tax on the profits generated from the benefit raffles.
$15,374 was generated for Troy through these raffles. A substantial, if not the entire amount, was
generated from raffle tickets purchased by Troy's family and friends. The Fire Department also
realized increased sales of pull -tabs the day the benefit was held, which resulted in a larger profit and
an increase in 10% tax to the City.
Thank you for your consideration of this request.
