COP1MUPIIN PRIDE <br />1953 — 2009 <br />515I.it le Canada Road, Little Canada, MN 55117 -1600 <br />(651) 766 -4029 / FAX: (651) 766 -4048 <br />wwwci.little- canada.mo.us <br />1VIENIORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Greg Schroeder, Public Works Director <br />DATE: December 11, 2003 <br />RE: Water System Vulnerability Assessment and Emergency Response Plan <br />Background <br />The 2002 Bioterrorism Preparedness and Response Act requires cities with a community water <br />system that serves a population greater than 3,300 to prepare and submit a water system <br />Vulnerability Assessment and an Emergency Response Plan to EPA by June 30, 2004. <br />St. Paul Regional Water Services (SPRWS) has completed their water system Vulnerability <br />Assessment and an Emergency Response Plan and have offered to help their whole -sale water users <br />(Roseville, Arden Hills, and Little Canada) prepare their reports. They have estimated this to cost a <br />total of $9,000 and would be split 3 ways for a total cost to Little Canada of $3,000. <br />In addition, we have just received some information from the Minnesota Rural Water Association on <br />this same subject. They are providing a software package that will assist cities our size in <br />completing our water system Vulnerability Assessment and an Emergency Response Plan. <br />Unfortunately, staff has not had the opportunity to compare this software package to the St. Paul <br />Regional Water Services offer. We need fully evaluate this software package to see if it will <br />accomplish what we need to do and if there are any additional costs associated with it before we can <br />do this comparison. Once this comparison is complete staffwill be able to determine the least cost <br />method for the City of Little Canada to accomplish these required documents. <br />St. Paul Regional Water Service has requested approval of their proposal by January 9"', 2004. <br />Since our next Council meeting is not schedule until January 14, 2004, staff is requesting Council <br />approval of SPRWS proposal subject to staff evaluating the Rural Water Association software <br />package and finding this software package to cost more than the SPRWS proposal. <br />ALAII OR <br />Michael I.
