515 Little Canada Road, Little Canada. MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ei.Iittle- canada,mn.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: December 12, 2003
RE: Computer Maintenance JPA
MAYOR
Michael 1. Fahey
COUNCIL
Jiin LaV£llle
Matt Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. Hanson
As you may recall, Tim Greenside (Kris Pechman's brother) has been performing many of our
information technologies support functions. We also have had the City of Roseville involved
due to their role in hosting our e -mail server and due to the shared accounting software
arrangement we have.
Mr. Greenside has recently informed me he will be discontinuing the service he is providing to
us due to other commitments. As a result, staff feels the most viable option is to have the City of
Roseville provide us with the full range of services. The reasons they are the logical choice
include the following:
• We already have a service relationship with them (e -mail and accounting software).
• They are very experienced in providing this service to other municipalities including
Mounds View, Falcon Heights, Oakdale, White Bear Township, and Arden Hills.
• Their staff understands the Institution Network made available as part of our Cable T.V.
franchise.
• They may provide savings opportunities in terms of license agreements due to volume
purchasing discounts.
• They can perform a lot of work from their worksite making them readily available.
• They are also very close in teens of physical distance for those times they need to come
to our site.
• Their response times to our calls under our current arrangements have been excellent.
• They will provide the server for our networlc thereby saving us from purchasing this
computer.
Attached is a proposed joint powers agreement with the City of Roseville to provide us with full
technical support services. There are some cost implications to this agreement. First, the base
contract will be $8,700 versus the $3,000 to $4,000 we were paying under our old arrangement.
However, we will split this increase between the Water and Sewer Funds to avoid any impact to
the General Fund.
