Hanson <br />As you know, the preliminary levy was certified at the September 10th Council meeting at the <br />maximum allowable amount of $2,132,880. At that meeting the impact of the State aid cuts were <br />discussed along with the strategy of "levying to the max ". There was also a basic overview of <br />General Fund revenues and expenses. Detailed discussions of capital projects, specific General Fund <br />revenue and expense items, and compensation were deferred to the budget workshop. <br />Staff has reviewed the budget presented at the September 10th meeting in order to fine tune details <br />within the General Fund and further evaluate capital projects under consideration. The results of this <br />review are as follows: <br />GENERAL FUND <br />Certain 2003 budget cuts were reinstated in the 2004 proposed budget as follows: <br />City Administrator Conference $2,000 <br />Fall Street Sweeping $3,000 <br />Newsletters (increased from 4 to 6) $3,800 <br />MRPA Conference $1,000 <br />Skating Facilities (full schedule) $7 700 <br />$17,500 <br />At the time of the initial 2003 cuts, the aid cuts for 2003 were set and 2004 levy limits being <br />discussed did not allow for any recovery of aid losses. Given that the City was able to levy back 60% <br />
