JANICE RE TMAN
Comity Commissioner
District 3
TO:
RAMSEY COUNTY BOARD OF COMMISSIONERS
Ramsey County Local Elec ed Officials
r7
FROM: Janice Rettman, Chair
Ramsey County HRA
DATE: August 25, 2003
RE:
Minutes of the August 4 Suburban HRA Levy Meeting
Enclosed are the minutes of the special meeting held on August 4 to get your input on the
draft proposal for a suburban HRA tax levy and distribution plan. I have also included a
revised distribution plan based on the comments we have received. The revisions
decrease funding for the three smallest communities (Blaine, Spring Lake Park and Gem
Lake) because of their limited population and increase funding for the larger communities
(New Brighton, White Bear Lake, Shoreview, Roseville and Maplewood) because of
their greater population. I encourage you to review the comments and revised distribution
plan and to continue discussion of the proposed levy until we can come to a final
decision. I also want to encourage continued input from you, the local elected decision
makers, because the HRA Board is always open to comments you may have on this or
other proposals.
In the meantime, the Ramsey County HRA must certify the maximum property tax levy
by September 9. Based on the response the Board has received it is possible that a small
maximum levy could be approved at that time. This will give ample opportunity for
continued discussion and a final decision in December on both the levy and the
distribution plan. In December, the Board could adopt a levy if one is certified on
September 9, adopt a levy lower than the one proposed or decide not to adopt a levy at
all. In any case, no levy may be approved in December if the Board does not certify one
on September 9.
On behalf of the Board I want to thank all of you for your consideration and input and I
look forward to continued discussion on ways the Ramsey County HRA may assist Local
communities in meeting their housing goals.
-over-
CITY FIALL/COURT HOUSE SUITE 220
SAINT PAUL, MINNESOTA 55102 651/266 -8360
Minnesota's First Home Rule County
printed on I - 2 - aper
