coalition cities to work together as one larger HRA coalition entity, but it was <br />thought to be a good idea to go to the legislature. In conclusion, Mayor <br />Kysylyczyn reiterated the position of Roseville is they are opposed to the <br />suburban HRA levy because of issues about tax capacity, how the tax is applied, <br />how the tax has to be applied across the board, and possible taxation without <br />representation. These are all issues that could be addressed today, but no one in <br />this room has the decision - making authority to solve these particular issues. <br />Many of these fall into the hands of the legislature. <br />North St. Paul <br />Wally Wysopal arrived late and stated he would just listen at this point. <br />North Oaks <br />Not represented <br />New Brighton <br />Not represented <br />Mounds View <br />Not represented <br />Maplewood <br />Melinda Coleman, Assistant City Manager of Maplewood told the group their <br />council has not addressed this issue. At this point, they were simply on a fact - <br />finding mission trying to determine what they would gain from this proposal. The <br />city of Maplewood does have an HRA and the city council operates it. <br />Maplewood has talked about doing their own levy to try to address some of their <br />redevelopment concerns. Ms. Coleman did state that a councilmember <br />commented that the dollar amount they would get back from this program <br />seemed somewhat small when compared to the political ramifications of putting <br />on a tax levy. There was also a comment that they have a very good working <br />relationship with Ramsey County and don't see that changing, <br />Ms. Coleman then questioned in regard to the funding distribution, under 'Total <br />Suburban' and then 'St. Paul', what do the numbers 223 and 287 represent? <br />Commissioner Rettman answered that is population. The aggregate population <br />of the suburban area is 223,884. None of these dollars, however, would ever be <br />used in St. Paul. They would be levied in the suburban area and 100% would be <br />used there. All of the decisions on whatever dollars that came in would be made <br />by each of the elected official bodies, not be made by the County as long as the <br />use was permitted under Chapter 469.
