Hanson <br />Attached is the proposed joint powers agreement for establishment of a permanent transit center along <br />Market Place Drive. As you will recall, we had a similar agreement for the temporary facility that was <br />located on First Bank Drive while the Met Council was evaluating the placement of a permanent facility <br />at the County Public Works site at 694 & Rice Street. However, that is no longer an option due to the <br />planning objectives of various entities (Shoreview and Ramsey County). As a result, they became very <br />interested in a permanent location in Little Canada. <br />With this agreement, Met Council is picking up over $94,000 in project costs associated with the <br />reconstruction of Market Place Drive. This amount was based on an analysis by the City Engineer as to <br />costs associated with designing the street to accommodate bus traffic as well as an apportionment of costs <br />associated with their use of the frontage along the street. <br />Met Council also anticipates the construction (subject to funding availability) of a passenger /driver <br />layover facility. (See photo attached of a similar structure.) This may occur in 2004. Another agreement <br />will be necessary to accommodate this building and it may provide us with the opportunity to recover <br />some additional amenity costs (the well to fill the pond). <br />I would recommend approval of this joint powers agreement as presented, subject to any comments by the <br />City Attorney. <br />1 <br />
