LITTLE CANADA
PARKS AND RECREATION
DEPARTMENT
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029/ Fax: (651) 766 -4048
www.ci.little-canada.mn.us
JIM MORELAN, Director
(651) 766 -4045
DON BOWMAN, Program Coordinator
(651) 766 -4041
DEREK ANDERSON, Program Coordinator
(651) 766 -4042
GREG HOAG, Parkkeeper
(651) 766-4056
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Jim Morelan, Parks & Recreation Director
DATE: September 19, 2003
RE: Path Along Jackson Street
Attached is a petition that was presented to me during an on -site meeting Lee Elfering and I
conducted with the Jackson Street residents abutting the proposed path north of Rondeau Park. I was
informed by one of the signers last week that this petition was being drafted and would be presented
to the City for consideration by the Council.
At our on -site meeting yesterday, residents from all six of the abutting properties were present. Of
these six properties, four of the property owners have signed the petition and the other two did not
seem to have objections to the sidewalk project.
During the on -site meeting, it was explained that current City policy makes the City responsible for
clearing snow from the path. The property owners asked if they would be assessed for the cost of the
path, and it was explained that there would be no assessment for this improvement. The property
owners suggested that rather than spend City dollars on the path, that money should be used to
complete the gazebo that appears in the plans for Rondeau Park. I explained that the gazebo is not
being built at this time because of neighborhood opposition that was expressed during the park
development planning process.
While I appreciate the concerns of those property owners opposing the sidewalk, I feel the sidewalk
would be a minimal inconvenience to these property owners that is offset by the benefit to the many
other City residents who will have a safe, designated sidewalk linking Rondeau Park with the Water
Works Trail. Path construction is scheduled for this fall, in conjunction with other City projects
currently underway by Park Construction Company. I recommend the City proceed with the
construction of the path as planned.
cc: Jackson Street Property Owners
Parks & Recreation Commission
