MEMO
To: City of Little Canada
From: Lee Elfering
Subject: Marketplace Drive Sidewalk
Date: August 8, 2003
Honorable Mayor and City Council
The attached exhibit indicates the sidewalk improvements for the Market Place Drive area. We
are proposing that the sidewalk construction be completed in two phases. The first phase would
include construction of a plain concrete or colored concrete walk from the intersection of Market
Place Drive and Little Canada Road to the north along the east right -of -way line of Market Place
Drive. The sidewalk would be extended to the existing mall building north of the street. in
addition, the sidewalk would be installed along the south curb line of Market Place Drive east of
Middle Street along the Metro Transit Bus Hub to the street crossing point adjacent to the new
Garden Terrace building.
The second phase, which we are proposing to have included in next year's improvements, would
be construction of the remainder of the sidewalk shown along Market Place Drive, Middle Street,
and around the storm water pond. Delaying the second phase of the sidewalk construction until
next year will allow time for the development plan of the area to be finalized. This will allow
modifications of the sidewalk to better serve the area if necessary. It should also be noted that
the City has applied for a grant to assist in the reconstruction of Middle Street and the second
phase of the sidewalk construction. At this time, no decision on the grant application has been
received.
The plans and specifications for the sidewalk construction have been completed. We are
requesting that the City Council approve the plans and bidding of the first phase of the work.
Depending on the type of sidewalk constructed, it is possible that the first phase of the sidewalk
improvements could be constructed for under $50,000, which would allow the City under state law
to receive quotes for the work without advertisement. A minimum of three quotes will be obtained
to ensure a competitive price is received.
C: \WINDOWS \Temporary Internet Files \OLKFIA3 \MEMO- 080803 -CC Plan App..doc
