Aug 26 03 03:19p <br />.e. <br />CD <br />August 26, 2003 <br />City of Little Canada <br />Joel Hanson, Administrator <br />515 Little Canada Road <br />Little Canada, MN 55117 <br />In Re: The Preserve <br />Dear Joel, <br />DAYSPRING <br />DEVELOPMENT, LLC <br />p.2 <br />I am in receipt of your memo to the Mayor and City Council regarding final plat for the <br />Preserve. We did indeed meet with Tina Karstens and Cliff Aichinger at the Watershed offices <br />on Monday, the 25th. In the meeting we discussed two items that remained as conditions for the <br />issuance of the watershed permit. The permit was approved last year by the Watershed Board <br />and needs only compliance with the conditions (not a Board action) to be issued. <br />The two items that remained for compliance were proof of meeting the average 75' setback and <br />a construction methods letter for dealing with the retaining walls that backup to the 75' setback. <br />The result of the meeting was that lots 14 and 15 have been combined into one lot so as to meet <br />the conditions of the average 75' setback. Additionally, we have put together a letter that <br />addresses the concerns the Watershed had over the construction of the retaining walls next to the <br />setback area, <br />The June 12th submittal includes additional information regarding retaining walls, a revised plat <br />showing a reduction to 14 lots and other information that would support the earlier submittal. <br />We have had discussions with Steve Brausen regarding the retaining wall in the back of his <br />property. Mr. Brausen has indicated that he would not be opposed to some grading and filling <br />in his back yard to reduce or eliminated the need for the retaining wall. Our study of the area <br />shows that we can reduce the wall to a four foot height and construct it out of boulders or other <br />suitable material, with a limited amount of grading in Mr. Brausen's yard. We feel we have <br />addressed all the pertinent issues for approval.
