Hanson, Joel <br />From: Clifton Aichinger [cliff ©rwmwd.org] <br />Sent: Tuesday, August 26, 2003 2:51 PM <br />To: joelhanson <br />Cc: tina carstens <br />Subject: The Preserve. <br />Joel - <br />Tina and I met with Pro Terra Design and Mark (Dayspring development) <br />regarding the revision to the plan to address our three main concerns; <br />wetland buffer setback, grading plans and the construction of the <br />retaining walls, and erosion control plans. <br />To my surprise, they did not have actual revised plans for our <br />inspection. Instead, they discussed a concept that they would like to <br />work on to meet the average buffer requirement. So, we do not have a <br />revised set of plans that we can say actually meet our requirements. <br />However, they did confirm that they would reduce the depth of the <br />building pad areas if necessary to limit the disturbed areas and meet <br />the buffer requirement. We did approve their concept of using areas <br />behind the storm water ponds for buffer if they were undisturbed. <br />We also discussed their plans for construction phasing and the <br />construction of the retaining walls. Our concern was that the walls <br />would be damaged during the construction of the homes and result in <br />erosion into the buffer area. They discussed the phasing of <br />construction and satisfied us that their process is reasonable. They <br />would construct the walls with the initial grading of the site and not <br />disturb the walls after construction. The final slopes from the units <br />to the walls would not be completed till after the housing unit <br />construction. The flat area between the walls and the unit would be <br />used by the construction company during the construction of the unit. <br />Final grading from the unit to the wall would be a final grading item. <br />They will provide a narrative on the final plans to this effect. <br />We asked for the addition of a compost bio log erosion control device at <br />the top of each retaining wall after its construction and to be <br />maintained until completion of the unit and final site restoration. <br />One final item that we have also requested and not yet received, is the <br />calculations of compliance with our stormwater pond construction <br />standards. They have to show us they can comply with our sizing and <br />treatment standards before we will approve the plans. ProTerra is <br />proposing to change the shape of the ponds to be more linear and fit <br />almost entirely into the buffer area (which actually results in more <br />disturbance of the buffer). This way they have more area behind the <br />pond to count for buffer area. This is a contortion of the District <br />policy, but we don't have any way to not allow it. <br />We would issue our permit if the following conditions were meet in a <br />revised plan: <br />1. The project met our 75 foot average buffer requirement. <br />2. The ponds were designed to meet our water quality treatment <br />standards and the proper hydrologic calculations were presented to and <br />approved by the District. <br />3. The project erosion control plans and construction narrative <br />were revised as discussed in our 8/25/03 meeting. <br />ProTerra said they would try to get me the revised plans before your <br />City Council meeting.
