August 11th, 2003 <br />ProTerra <br />Design <br />Associates, <br />Inc. - <br />Tina Carstens <br />Permit Program Director <br />Ramsey - Washington Metro Watershed District <br />1902 East County Road B <br />Maplewood, Minnesota 55109 <br />RE: The Preserve in Little Canada, Minnesota <br />Dear Tina, <br />PLANNING <br />CIVIL ENGINEERING <br />LANDSCAPE ARCHITECTURE <br />I am writing you this letter as per my phone conversations with Cliff and yourself in the first week of <br />August, 2003. <br />Issue 41 There is concern that the means and methods of constructing the retaining walls will go <br />past the single row of silt fence currently proposed on the grading and erosion control <br />plan. <br />Resolution: Dayspring Development and ProTerra Design Associates, Inc. propose to place a <br />double row of silt fence along the entire length of the project, parallel to the one <br />currently being proposed. In this case a piece of construction equipment would need <br />to go through two rows of silt fence. This is something we rarely if ever see and <br />therefore feel that it is a viable solution. <br />Additionally as discussed, we propose a financial penalty to the builder of the lot if they <br />traverse both rows of silt fence. This directive should be placed in the Developers <br />agreement and the purchase agreement of buyer. This should be easily enforceable <br />since one builder will be constructing all of the homes. <br />These two methods of control should be more than adequate to maintain the integrity <br />of the "no disturb" area, <br />Issue #2 A desire from the watershed has been communicated that the footings of the decks <br />stay out of the "no disturb" area. <br />Resolution #2 Please see the revised sections included with this letter which show the posts out of <br />the "no disturb area ". <br />Resolution: Please note in the revised sections that the footings for the decks now exist in- between <br />the two rows of silt fence. <br />Issue #3 It is unclear where the proposed seed mixes are being applied. <br />Resolution: Please find with this letter exhibits showing the areas having the seed mix applied and <br />what seed mix is being used. <br />7300 Hudson Blvd. Suite 220 OAKDALE, MINNESOTA 55128 <br />PHONE (651) 739 -8131 FAX (651) 739 -0846 <br />www.proterradesign.com <br />
