MINUTES CITY COUNCIL JULY 23, 2003 FINAL PLAT - Mayor Fahey noted that Kevin Von Reidel, Dayspring Development, THE has submitted a letter requesting that action on the Final Plat for The PRESERVE Preserve is tabled at this time. ewe Mr. Fahey introduced the following resolution and moved its adoption: RESOLUTION NO. 2003-7-162 — CONTINUING THE PUBLIC HEARING FOR THE PRESERVE FINAL PLAT UNTIL THE AUGUST 27, 2003 REGULAR CITY COUNCIL MEETING BASED ON THE DEVELOPER'S REQUEST AND WAIVER OF THE 60 -DAY REQUIREMENT The foregoing resolution was duly seconded by Anderson. Ayes (5) Fahey, Anderson, Montour, LaValle, Blesener. Nays (0). Resolution declared adopted. TAX The City Administrator recommended that the public hearing relative to INCREMENT Tax Increment Financing District No. 2 as well as action on the FINANCING Development Agreement for District Council 82 be tabled until the DISTRICT August 13 'h Council meeting given the need to refine the amount of NO. 2 TIF assistance necessary as well as other details of the development. He noted that a special meeting may be necessary if August 13`x' causes delays for District Council 82. Mr. Blesener introduced the following resolution and moved its adoption: RESOLUTION NO. 2003 -7 -163 — CONTINUING THE PUBLIC HEARING RELATIVE TO TAX INCREMENT FINANCING DISTRICT NO. 2, ESTABLISHMENT OF TAX INCREMENT FINANCING DISTRICT NO. 2 -2, AND ADOPTION OF TAX INCREMENT FINANCING PLAN AS WELL AS TABLING ACTION ON THE DISTRICT COUNCIL 82 DEVELOPMENT AGREEMENT UNTIL THE AUGUST 13, 2003 COUNCIL MEETING The foregoing resolution was duly seconded by LaValle. Ayes (5) Blesener, LaValle, Fahey, Montour, Anderson. Nays (0). Resolution declared adopted. 8
