Hanson <br />RE: Fill/Grading Permit <br />2728 Edgerton Street (Sprosty Lot 4) <br />Mr. Jeff Heikke is requesting approval for a filling and grading permit place 725 cubic yards of fill material <br />to build up to enable construction of a house on the empty lot at 2728 Edgerton Street (Sprosty Lot 4). See <br />attached sketch. <br />I have reviewed the request and visited the site. The area to be filled is between Edgerton Street and the <br />proposed house and includes some minor grading of the rear lot for drainage. He is proposing to build a <br />retaining wall along the creek to enable a flatter more usable front yard and back yard. He is also installing a <br />swale system to collect water from his yard and directing it to the creek. <br />I have contacted the Ramsey - Washington Metro Watershed District and due to the small size (less than one <br />acre) they are not be required to issue a permit. However, they have provided comments that they <br />recommended be incorporated in our permit. Their letter is attached. <br />Since more than 100 cubic yards of material is being excavated, City Council approval is required. It is <br />recommended that the Little Canada City Council approve Mr. Heikke's request to place <br />approximately 725 cubic yards on his property at 2728 Edgerton Street in conjunction with <br />constructing a house, subject to the following conditions: <br />1. Silt fence be install along the north, east and south property lines. <br />2. No grading should occur in the creek area. <br />3. Any retaining wall(s) higher than four feet need to be an engineered wall and <br />reviewed /approved by the Building Official. <br />4. Drainage from the entire lot should be directed to the creek. <br />5. The infiltration pond, proposed to be constructed, in the southeast corner of this lot is not part <br />of this filling and grading permit. City review and approval shall be obtained prior to the <br />construction of the infiltration pond and shall be coordinated with the Kerr's (627 Keller <br />Parkway), and Jack Schmidt (2718 Edgerton Street) as it will encroach onto their properties. <br />6. The proposed house shall have a low floor elevation at least 2 feet above the flood elevation of <br />the creek. <br />7.
