Because the site now requires a large ponding area along the south <br />boundary of the site, the landscaping plan should incorporate plantings into this area <br />that will both serve as an edge to the storage area, control erosion of the pond, and <br />avoid the proliferation of weed growth in the pond area. <br />Signage was also discussed with the owner. The owner currently has a freestanding <br />sign located on Lot 2, a parcel that is to be sold to another business. The elimination of <br />the common ownership would result in the current sign to be an off - premise advertising <br />sign, not permitted under the City's Sign Ordinance. The owner has indicated that he <br />would like to keep this sign in place. Planning staff has indicated that the Council could <br />choose to approve this request, if made in writing to the Council. However, if such a <br />plan is approved, planning staff would recommend that no other freestanding sign is <br />permitted on this lot. <br />Finally, planning staff would recommend that site improvements be accompanied by a <br />financial security and a completion date, to be incorporated into a PUD agreement for <br />the site. This will help ensure that improvements are made in a timely manner, and give <br />both the City and the owner a clear understanding of the owner's rights and <br />responsibilities in regard to the project. <br />3 <br />
