Green Co <br />July 3, 2003 <br />File: 820660J -0240 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />pany <br />RE: SCHROEDER'S RICE STREET 2ND ADDITION <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As requested, we have reviewed the final plat for the Schroeder's Rice Street 2nd Addition. Carely <br />Torgerson, Inc prepared the plat and it is the proposed location of the Aldi Food Market site, It should <br />be noted that no revised plan has been received for the Aldi Food Market, and there are outstanding <br />issues regarding drainage that have not been addressed. The major issue is in regards to the <br />proposed storm water pond outlet. The proposed outlet discharges water to the northeast of the site. <br />The outlet pipe is on the adjacent property and an easement will need to be obtained to construct the <br />outlet. In addition, the storm water from the site will collect in a low area directly south of the adjacent <br />school. Standing water of unknown depth already exists in the low area and no outlet is known to <br />control the elevation of this standing water and to this point no emergency overflow elevation or path <br />has been defined. Therefore; additional study will need to be completed prior to allowing the <br />discharge as proposed on the Aldi Food Market plan. <br />However based on our the final plat submitted and the existing plan, we would offer the following <br />comments: <br />1. A drainage and utility easement must be granted over the fire and domestic water service <br />to the proposed building. <br />2. A minimum of a 6 -foot drainage and utility easement should be provide along the lot lines <br />of Outlot A. <br />3. It appears an easement must be obtained from the adjacent property to allow for access <br />into the loading dock area for Aldi Food Market. In addition, an easement must be granted <br />for the storm water line from CB 1 into the storm water pond. These would be private <br />easements and not shown on the plat, however, proof of the easements should be <br />provided. <br />If you have any questions regarding the above comments, please feel free to call. <br />Sincerely, <br />Howard R.
