July 3, 2003 <br />File: 821110J -0240 <br />R, Green Company <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: HAMEL ESTATES <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />As stated in the review letter dated May 23, 2003, the City had concerns with the proposed <br />location of the pond as shown on the last plan. Due to both the City's concerns and the <br />Ramsey Washington Watershed's concerns a meeting was held on July 1, 2003 with Rob <br />Carlson and Chuck Plowe (developer's engineer) to discuss storm water issues as related to the <br />site. The watershed indicated that they would not allow the pond to be constructed at the <br />proposed location due to the proximity to the steep slope to the east and the possible erosion <br />potential if the pond were to overflow or fail. In addition the Watershed indicated that they would <br />prefer that the storm water not be discharged into Twin Lake, both for the impacts to the existing <br />slope that would result from installation of an outlet pipe and the additional discharge to the <br />lake. However, the Watershed indicated that they may allow it if no other options were feasible <br />for an outlet. <br />At this time no response has been received from Mn /DOT if they will allow discharge of storm <br />water from the Twin Lake area to the ditch system along interstate 694. However this option <br />was discussed as a possible alternate. Although Mr. Carlson did express some concerns as to <br />the cost of such a system and the disturbance along Twin Lake Road. The only area with <br />sufficient size within the plat to accommodate a pond, using the proposed lot layout, is the <br />northwest corner of the intersection of the proposed Hamel Court and Twin Lake Road. <br />Therefore, Mr. Carlson was going to have his engineer relocate the pond in that area and move <br />forward with design of an outlet to Twin Lake. The Watershed indicated that in addition to <br />moving the pond, a minimally disruptive construction method would need to be used to install <br />the outlet pipe down the steep wooded slope on the east side of the plat and that some form of <br />velocity control structure be required at the end of the outlet to ensure against erosion. Even <br />with these measures they would not guarantee that the Watershed Board would approve the <br />outlet to Twin Lake. <br />A new preliminary plat was submitted for review prior to the meeting held with the developer on <br />July 1, 2003 showing the new proposed lot layout with the removal of the outlot as requested by <br />the City Council. However, no revised plans have been received for review at this time so the <br />location of all necessary drainage and utility easements are unknown at this time. Our only <br />comment at this time given that no new plans have been submitted for review is that drainage <br />and utility easements will need to be shown along all lot lines within the plat.
