hoc basis, and the county's approved plan for migration to the system will be <br />considered in making funding decisions. <br />4. Does the equipment list need to be an exact shopping list? What if we decide <br />to change the radio we would like to buy while waiting for the funds to <br />arrive? <br />The preliminary plan and equipment list that is needed by July 24th does not have <br />to be an exact "shopping list." It should be a free form document that specifies to the <br />extent possible a technical plan for the entity to participate in the regional system and <br />a list of equipment and other resources needed to complete the plan. It must also <br />include an estimated budget with as much specificity as possible If specific makes <br />and models of equipment are known, together with costs, please include them. A <br />final, detailed shopping list will be needed by September 15th in order to qualify for <br />federal COPS and Homeland Security grants. <br />5. How will the Metropolitan Radio Board and the Department of Public Safety <br />prioritize who is to receive portions of the $7.5 million? Will one agency get <br />all the funds or will the funds be portioned out piecemeal? <br />No one agency will receive all the funds. If there are several qualifying agencies, <br />the Board and DPS will try to be as fair as possible in assisting as many as possible. <br />The first priority for awarding dollars will go to agencies or entities whose <br />governing body has passed a resolution affiiming a decision to fully participate in the <br />system, has submitted an approved technical plan and budget, and is ready to build. <br />To the extent dollars are still available after fulfilling needs under priority one, the <br />second priority will go to those entities that have indicated a desire to fully <br />participate, have prepared a preliminary plan and estimate, but have not yet made an <br />irrevocable decision. If the final decision is negative, the grant commitment will be <br />withdrawn <br />The third priority will go to entities that desire to participate, but not fully. <br />It should be understood that the overriding objective for the use of these funds is <br />to get as many entities within the metropolitan area as possible to fully participate. <br />6. Will the out -state funds ($6 million) be transferred to the metro area if they <br />do not all get used? <br />Possibly. That decision is up to the Commissioner of Public Safety and the <br />Review Committee he has established. The answer may be known after the Statewide <br />Planning Committee meets on July 9, 2003. <br />
