ented By <br />rcntion: <br />Resolution <br />Board of <br />Ramsey County Commissioners <br />Commissioner Haigh <br />Date June 24, 2003No. 2003 -210 <br />Budgeting and Accounting <br />Mary Karcz, County Manager's Office <br />Page 1 of 3 <br />WHEREAS, In Resolution 2003 -167, the Ramsey County Board of <br />Commissioners directed the County Manager to move forward and begin exploring <br />options, costs and financing mechanisms for: <br />a) Developing a subsystem within the Metropolitan Public Safety <br />Communication System /800MHz; <br />b) Exploring options for organization and governance of a countywide system; <br />and <br />c) Determining how municipal and county shares should be funded; and <br />WHEREAS, The Ramsey County Board of Commissioners recognizes that the <br />public safety system in the County includes a wide range of local entities including, but <br />not limited to, Ramsey County Sheriff, Ramsey County Emergency Services, municipal <br />police, emergency service, fire departments, and other agencies; and <br />WHEREAS, The complexity of the public safety communication system may <br />hinder the timely and effective pursuit of federal or other funding, and coordination is <br />needed to reduce these concerns; and <br />WHEREAS, Several factors give the County a central role in planning and <br />developing a public safety communication system: <br />o The Ramsey County Home Rule Charter's Chapter 6 states that, "... the County <br />Board shall assume responsibility to coordinate county -wide operational services, <br />strategic planning, tactical planning, and public data and information systems <br />planning "; and <br />o The Metropolitan Radio Board's Standards, Protocols, Procedures places counties <br />in leadership roles in reviewing and approving the plans and funding for local units <br />of government; local units of government that are not a county must have: <br />1MSEY COUNTY BOARD OF COMMISSIONERS <br />YEA NAY <br />Bennett <br />,;igh <br />r 4cDonough <br />:l Ortega <br />ctoria Reinhardt <br />a re Rettman <br />Viessner <br />OTHER <br />Jim McDonough, Chair <br />(Continued) <br />By <br />Bonnie C.
