MINUTES <br />CITY COUNCIL <br />JUNE 24, 2003 <br />Another issue raised is the distance between side - loaded garages. There <br />are five on the plan which have 48 feet of separation. Staff has <br />recommended a minimum of 60 feet of separation. Sherman asked the <br />Council's position on this issue. He noted that as a result of the changes <br />made thus far, the number of townhome units has been reduced from 52 <br />down to 44. <br />The Council discussed the issue of the 48 feet versus 60 feet of separation <br />between the fronts of side - loaded garages. Sherman suggested that one <br />option would be to provide a blacktopped turning pad. After discussion, <br />the Council's consensus was to require a minimum 60 -foot separation on <br />as many of the side - loaded garages as possible. It was noted that there are <br />five pairs of side - loaded garages. The Council indicated that if the 60 -foot <br />separation or close to it can be achieved on four of the five pairs, that <br />would be acceptable. <br />Fahey noted that the concerns that have been raised with The Villa's relate <br />to quality of life issues. He felt that the 52 -unit proposal was too dense, <br />and felt the adjustments being made would result in a better development. <br />While there is the financial impact of re1ucing the number of units, Fahey <br />stated that he wanted to ensure a quality development and stated that the <br />City would be willing to work with the developer on the economic issues. <br />Fahey asked about the exterior treatments for the townhomes. Sherman <br />indicated that he would be using materials similar to those being used on <br />The Lodge. <br />Sherman indicated that the reduction in number of units will impact the <br />amount of TIF assistance that will be generated. This impact will be offset <br />somewhat by an increase in the value of the townhomes, but the impact <br />will not be totally offset. Sherman noted that the economics of the <br />townhomes and the commercial development on the north has never been <br />easy. <br />Anderson asked whether water levels would be maintained in the pond. <br />Sherman indicated that they will either provide a water filling method for <br />the pond or will provide an escrow for that purpose. He indicated that he <br />is looking at the possibility of installing a clay liner in the pond to provide <br />for water retention. <br />Sherman indicated that he will redraft plans for The Villa's based on this <br />evening's discussion, and will present them to the Council at their next <br />meeting. <br />Mr. Fahey introduced the following resolution and moved its adoption: <br />13 <br />
