CONCLUSION <br />The uses proposed as part of the submitted development stage plan and concept plans <br />are highly consistent with the desired mix of uses encouraged by the Rice Street/Little <br />Canada Road Redevelopment Plan and established PUD District. However, potential <br />issues related to access and off - street parking for the retail /office use and restaurant <br />must be addressed to ensure a functional project. Moreover, the proposed office park <br />concept should be reconsidered to provide more of an urban design character, <br />especially along Rice Street than is currently contemplated. Approval of the applicant's <br />requests must be contingent upon the following issues being resolved: <br />1. Access points from the retail /office and restaurant sites to Rice Street and Little <br />Canada Road shall be subject to review and approval of the City Engineer and <br />Ramsey County. <br />A decorative fence or low wall treatment complementing the proposed building <br />along Rice Street and Little Canada Road to screen the parking areas north and <br />east of the retail /office building. <br />Off- Street parking requirements for the retail /office building and restaurant <br />building may be reduced upon the applicant submitting evidence supporting the <br />number of proposed parking stalls, subject to Planning Commission and City <br />Council approval. <br />Access and cross - parking easements are to be provided for Lots 1 and 2. <br />The site plans for the office buildings is revised to provide a building forward <br />design locating the buildings adjacent to Rice Street and Market Drive. <br />The applicant shall submit a preliminary plat in compliance with all applicable <br />provisions of the Subdivision Ordinance prior to approval of a Final Stage Plan <br />PUD. <br />pc.
