CONCLUSION
The uses proposed as part of the submitted development stage plan and concept plans
are highly consistent with the desired mix of uses encouraged by the Rice Street/Little
Canada Road Redevelopment Plan and established PUD District. However, potential
issues related to access and off - street parking for the retail /office use and restaurant
must be addressed to ensure a functional project. Moreover, the proposed office park
concept should be reconsidered to provide more of an urban design character,
especially along Rice Street than is currently contemplated. Approval of the applicant's
requests must be contingent upon the following issues being resolved:
1. Access points from the retail /office and restaurant sites to Rice Street and Little
Canada Road shall be subject to review and approval of the City Engineer and
Ramsey County.
A decorative fence or low wall treatment complementing the proposed building
along Rice Street and Little Canada Road to screen the parking areas north and
east of the retail /office building.
Off- Street parking requirements for the retail /office building and restaurant
building may be reduced upon the applicant submitting evidence supporting the
number of proposed parking stalls, subject to Planning Commission and City
Council approval.
Access and cross - parking easements are to be provided for Lots 1 and 2.
The site plans for the office buildings is revised to provide a building forward
design locating the buildings adjacent to Rice Street and Market Drive.
The applicant shall submit a preliminary plat in compliance with all applicable
provisions of the Subdivision Ordinance prior to approval of a Final Stage Plan
PUD.
pc.
