award R, Green Co <br />June 6, 2003 <br />File: 803950J -0325 <br />Honorable Chair and Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 <br />RE: THE VILLAGE AT LITTLE CANADA <br />CITY OF LITTLE CANADA <br />Dear Planning Commission Members: <br />Tpany <br />As requested we have reviewed the submitted package for the proposed "The Village at <br />Little Canada" development to be located in the northeast corner of Little Canada Road <br />Rice Street intersection. The submittal documents were prepared by ESG Architects and <br />Alliant Engineering and are dated May 29, 2003. The submittal includes a site plan, <br />grading plan, utility plan, and landscape plan. Based upon on our review and <br />conversations with other City staff we would offer the following comments: <br />Site Plan <br />1. The proposed site plan submitted for review excludes the existing US Bank <br />property. A concept layout plan with the bank property being acquired and <br />implemented into the plan should be submitted for review to determine traffic flow <br />through the area. <br />2. The access onto Little Canada Road should be removed. <br />3. Water, sanitary sewer, and storm sewer were stubbed north onto Mil Street to <br />serve this future development area. All utilities should be extended from these <br />stubs up Middle Street into the development for services. <br />4. A 15 foot drainage and utility easement should be provided on the south lot line <br />of lot 5. <br />5. Although it would not be shown on the plat, a 10 foot wide sidewalk/trail <br />easement should be provided along the east lot line of lot 5. This may require <br />moving the building located on the east half of the lot farther to the west. <br />6. The parking lot layout for lots 1 and 2 should be revised to allow for alignment of <br />all drive aisles within both lots to improve traffic flow. <br />7. The City Planner should comment on the amount of parking being provided for <br />lots 1 and 2 given the building size and use specified. <br />Grading Plan <br />1. The grading plan submitted only addresses the grading on lots 1 and 2 within the <br />development. <br />2.
