At the Planning Commission, discussion <br />occurred related to the intent of the City to require dedication of Mr. Inman's "share" of <br />the future Leeward Way extension. One of the options discussed would have created <br />25 foot wide outlots instead of right of way, with an agreement that obligated the owners <br />to provide the outlots to the City for street purposes upon the City's demand. Mr. Inman <br />(and his family — future owners of the new lots) were uncomfortable with this condition, <br />however, due to a concern that the neighboring property owner would be able develop <br />additional lots on their schedule. <br />Staffs position has been that preserving the ability to carry on the Leeward Way <br />concept plan is the objective of permitting any additional development in this area, and <br />that this position is consistent with the way in which previous developers have been <br />treated. However, a comprehensive approach is required at some point to address <br />drainage and utility issues. <br />The revised proposal shows the 25 foot strip of land that would become the future <br />Leeward Way would continue to be a part of the current Inman property. This <br />arrangement would only be acceptable if Mr. Inman were to be willing to make the same <br />agreement suggested for the previous concept — willingness to turn the property over for <br />street extension at the City's request. Without this type of agreement, the City would be <br />permitting additional development without ensuring that the Leeward Way concept plan <br />could be facilitated, and allowing one property owner to interrupt the long -term <br />development of the site. The past extension of Leeward Way has been permitted to <br />occur on a "piece- meal" basis only with the expectation that it would eventually be <br />connected to Allan Avenue, and permit other property owners to develop their land. <br />The arrangement proposed here would interfere with this plan. <br />
