Mr. Inman has expressed concerns with granting the right -of -way for the future Leeward Way extension
as part of his plat. He feels that this would allow the adjacent property owner to develop several lots
without sharing in the costs of extending the utility service that close to their property. Mr. Inman is
proposing that the right -of -way necessary for the road remain part of his large lot. At the time the
remaining area is developed the right -of -way would be granted. It is our opinion that no further
development should be completed in the area without the right -of -way in question. Whether it is granted
at this time or if it would be allowed to remain as private property with the intention of granting the right -
of -way at a future time is a decision for the council. One benefit of allowing the property to remain
private at this time is that it would require both property owners to develop the remainder of the property
in a joint effort, which would be mutually beneficial for both property owners and the City.
If you have any questions please feel free to call.
C: \Documents and Settings \melabba \Local Settings \Temporary Internet Files \OLK3 \Inman Addition Memo.doc
