MINUTES
PLANNING COMMISSION
JUNE 12, 2003
Dennis Icorn, Greenbrier Street, indicated that he owns one of the lots that
would abut the improved Allan Avenue. (corn was concerned about run-
off corning onto his property. Keis pointed out that the Code prohibits a
development from directing run -off onto an adjacent property. He also
noted that the City Engineer will review the drainage of this development
to ensure this does not happen.
Icorn asked what his costs would be for connecting to City water and
sewer. He also asked what the road would cost him if it were put in as a
City project. The Deputy Clerk suggested that Mr. Icorn contact City staff
for estimates of these costs.
Keis indicated that rather than installing a full cul -de -sac at the end of
Allan Avenue, a turn- around of some type would be adequate.
Keis recommended approval of the Preliminary and Final Plat for the
Inman Addition subject to compliance with the recommendations of the
City Planner and the City Engineer with agreement to the option of
platting the 25 feet needed for future extension of Leeward Way as an
outiot that would be turned over to the City as road right -of -way at the
time that Leeward Way is extended and with the provision that a
temporary cul -de -sac having a 25 -foot radius be installed at the end of
Allan Avenue.
Motion seconded by Duray
Motion carried 6 — 1. Barraclough voted against.
FINAL PLAT — Kevin Von Reidel, Dayspring Development, informed the Commission
THE that it was his understanding that the City Council has requested the
PRESERVE Commission table action on the Final Plat for The Preserve. Von Reidel
requested that the Commission consider the Final Plat and send it on to the
amissaMOIS Council for consideration.
Keis reported that at its meeting last evening, the City Council requested
that the Planning Commission table action on the Final Plat for The
Preserve until its next meeting. This request is in light of the court order
that was just received relative to the Dayspring litigation on this plat. At
this point the Council has not had adequate time to review the court order
in detail to determine what it means for the City.
-8-
