Fahey
COUNCIL
Jim LaValle
Matt Anderson
Rick Montour
Bill Blessener
ADMINISTRATOR
Joel R. Hanson
Attached is a resolution prepared by Ehlers & Associates calling for a public hearing to be held on
July 9, 2003 that will enable us to establish a TIF District on the former Knox site. It is likely we will
create a "Renewal and Renovation" District pursuant to Minnesota Statutes. A TIF Plan detailing the
specifics will be presented at a later date.
Also attached is a letter from Frank Dunbar, representative for District Council #82, whereby he is
agreeing to deposit $5,000 to cover our costs in the creation of this district. District Council #82 is
proposing to develop a 41,000 square foot office /warehouse building on a portion of the property
owned by Carl Johnson. Development plans for this project as well as finalization of the
development agreement with Carl Johnson will be presented during the June planning cycle.
Should the District Council #82 project go forward, the costs associated with the creation of the TIF
District will be reimbursable from TIF proceeds. Should the project not proceed, the $5,000 deposit
is non - refundable. District Council #82 is looking for TIF assistance in the area of soil corrections.
We do not know the implications of this request as of yet.
1
