MINUTES <br />CITY COUNCIL <br />FEBRUARY 8, 1995 <br />LaValle asked if the recreation assistants could be <br />picking up the after -hours duties. <br />The Director replied that the assistants can pick up <br />some of these hours, but not all. The Director pointed <br />out that while the Public Works Superintendent may be <br />called in after hours to respond to an emergency <br />situation, his job is designed to include after -hour <br />duties. The Director stated that he was against the <br />Policy addressing the issue of comp time in the same <br />way for the positions of City Administrator, PW <br />Superintendent, and P & R Director because of the <br />differences in his position and the other two. <br />Fahey asked if the City Administrator took comp time. <br />The Administrator reported that he puts in at least 40 <br />hours of work during the course of a week. Any hours <br />put in over 40 he does not take comp time for. <br />Fahey suggested that when a recreation registration is <br />scheduled for a particular day, the Director adjust his <br />hours to Noon to 8 P.M., for example. <br />The Director reported that to some extent he does that <br />now, but there are times when that is not feasible. <br />The Director pointed out that he currently took four <br />days of vacation. However, he had to work an extra 8 <br />to 10 hours in the week proceeding his vacation and <br />extra time when he gets back to catch up on his work <br />load. <br />The Administrator felt the issue was how much time the <br />City can expect a department head to put in. The <br />Administrator felt it typical for department head <br />positions to work more than 40 hours per week, but felt <br />it such a position was consistently putting in 50 hours <br />or more a week, something should be addressed. The <br />Administrator felt that with regard to the Director's <br />position, there was a need to resolve the work load <br />issue, and it may be necessary to look at the <br />assistants' positions to help relieve the Director's <br />workload. <br />Fahey agreed that 40 to 50 hours per week was not <br />unusual for a manager without additional compensation. <br />However, over 50 consistently would require some <br />adjustment or additional help.
