BMP Name: Regulatory Program to Prohibit Non -Storm Water <br />Discharge into the MS4 <br />Unique ID: 3 -02 -R <br />MCM: #3 — Illicit Discharge Detection and Elimination <br />COMMUNITY PRIDE <br />1953 - 2CO3 <br />Description: <br />The City of Little Canada, with the assistance of the RWMWD, will develop an ordinance or other <br />regulatory mechanism to prohibit non -storm water discharges into the stotut sewer system. <br />Justification: <br />Ordinances and codes provide authority to inspect systems and facilities, prevent illicit connections <br />and discharges, and allow for punitive measures. Regulatory programs also allow the City to require <br />control measures such as testing and monitoring plans. The City can also use the program for <br />informing employees, business and resident of potential hazards. This is a required BMP in the <br />Permit part V.G.3.b. <br />Responsible Staff /Position: <br />Public Works Director 651.766.4049 <br />Measurable Goals: <br />1. Review current City ordinances, other City ordinances and on -line resources for potential <br />programs that could be implemented in the City (by March 10, 2006) <br />2. Complete background and draft ordinance structure by March 10, 2006. <br />3. Begin formal ordinance development process by March 10, 2006. <br />4. Complete process and Council approval by March 10, 2008. <br />Implementation Schedule: <br />1. See measurable goal descriptions. <br />Education Program/Public Outreach Component: <br />1. Audience or audiences: All City residents and business owners that operate in the City; including <br />building contractors and developers. <br />2. Increased awareness: Information on what types of materials can harm water resources and <br />where storm water goes versus where the sanitary sewer system goes will be distributed <br />throughout development of any additional ordinances or regulatory programs. <br />Annual Reporting Items: <br />1.
