COII17UI91N PRIDE
1953 - 2003
515 Little Canada Road, Little Canada, MN 55117 -1600
(65t) 766 -4029 / FAX: (651) 766 -4048
www.citittle-canada.ain.us
MEMORANDUM
TO: Mayor Fahey & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 6, 2003
RE: Streetscape Design for Market Place Drive
MAYOR
;Michael 1.Fahey
COUNCIL
Jim LaValle
Li 1att Anderson
Rick Montour
Bill Blesener
ADMINISTRATOR
Joel R. FIanson
The City Engineer will be present at our workshop meeting scheduled for 6:30 p.m. to review design
options for streetscape along Market Place Drive between Little Canada Road and Rice Street. The
options we will discuss include pedestrian ways, lighting, plantings, and irrigation. We are not
recommending any monumentation as exists along Little Canada Road since LC Road is our main
thoroughfare and due to additional costs of construction and maintenance. (A diagram of the project area
is attached to assist in your review of this project. A large -scale version will be available Wednesday
evening.)
To assist in this review, the City Engineer has prepared the attached Amenity Options Listing to give you
an idea of the costs of construction for various combinations of components. (Keep in mind these are
construction costs only and another 35% or so will need to be added for design and project
administration.) Based on this sheet the lowest cost construction option staff would recommend includes
concrete sidewalk, grass boulevard, and street lights and would total $66,000 (89,000 with engineering
and adm.). The highest cost option includes paver sidewalks and boulevards, street lighting, plantings,
and irrigation and would total $192,000 ($259,000 with engineering and adm.).
Staff believes a more conservative approach is warranted with this project as it will result in less costs
associated with construction and on -going maintenance. However, we want to ensure you are
comfortable with the image the project will create.
Another component that will result in additional costs is the planting of the new ponding area. Barbara
Allan has graciously agreed to coordinate the planting of this area for us including review of the layout by
the Watershed District and arranging for volunteers to place plant materials. She is also seeking funding
from the Board of Soil and Water Conservation ($600) to help offset these costs. I do not have a good
estimate of the overall cost, but I would guess it will total around $20,000 including the placement of
topsoil.
cc: Lee Elfering, FIRG
11:AJoel111CorrespondenceAJoel 211113VA41'1) 5t rectscape A{enm - 3.7.03.doc
