2003 GOAL SETTING SESSION
Fifteen participants offered their suggestions for goals that the City should accomplish
during the year 2003. These goals were recorded, participants ranked the goals, and the
rankings were tabulated based on the scenarios attached.
Each person ranked their top ten goals from the list of 35 items generated at this
workshop. The rankings assigned 10 points for the top goal priority, 9 points for the
second, 8 for the third, etc. Tabulations were done based upon the total points received
for each goal. Tabulations were broken down by elected officials, non- elected officials,
and a total for all participants.
Priority rankings were assigned based upon the elected official tabulations. To be a
priority for 2003, an item had to be in the top 10 based upon total points received and it
also had to have at feast three elected official votes. Based upon this process, seven goals
met the criteria. These top seven goals are as follows:
1. Explore Cooperative Agreements With Other Cities and the County.
2. Explore "Turnover" of Water System with St. Paul.
3. Maintain Current Service Levels (Fire Insp., Police, Code Enf.).
4. Complete Redevelopment Along Rice Street.
5. Negotiate Lower Water Rates with St. Paul.
6. Conduct Survey of City Residents on Serviees/Priorities.
7. Complete Pedestrian Trail System.
The City Administrator and City staff will put together work plans for accomplishing
these goals. Work plans will be presented to the Council for their review and input.
The goal setting session was adjourned at 6:45 p.m.
3
